Move translation updating tooling from tools-edx-jenkins to github actions

Currently we have jenkins jobs on tools-edx-jenkins that actually run the translations jobs to push the latest things to translate to transifex.

Questions:

• Should we move these so that they are not running on edX Infrastructure?
• Are these edX specific or something generic?
