tCRIL will eventually need its own wiki.

[ ] Do discovery on all use cases for the wiki
[ ] Compare how wiki candidates fare against the use cases
[ ] Get buy in from tCRIL and community that the chosen wiki is one that people agree on (and that we're not missing something)
