Discovery: Pactflow.io #46

Pactflow was in the process of being rolled out at edX when tCRIL branched off. I don't know to what extent it's been adopted, but I believe it's in use for the support tools/edx-platform contracts.

This ticket represents discovery - how is Pactflow being used? How do we want to adopt it and what would that take?

There's a secondary piece that this would be a pretty ideal tool for providers to use to given them confidence that they can upgrade safely. This also requires some discovery.

This should be linked as a task of an overall API focused initiative.

@jmakowski1123 I don't know what Pactflow is, I was just copying tickets from the private Decoupling board. Looks like @e0d opened this issue. I assume this is a tool that edX is using - I'm not sure if they need to use it within our org or what that would cost.
