Figure out which repos got contributions that might not be covered under our CLA #581

edX/2U may have accepted 3rd party changes to repos in the edx org without an explicit CLA. People might have assumed that the Open edX CLA would count. In these cases, we need to talk to the contributors and make sure that they intended for the contribution to be given to Open edX.

We need to figure out which repos this could have happened in. We need to figure out which PRs might be OSPRs? (We should be able to look for the opensource-contribution label.)
