Description

Adds support of the count_flagged query parameter to the Discussions learner threads endpoint.

Supporting information

Testing instructions

This has to be used in conjunction with https://github.com/openedx/edx-platform/pull/31048, so use test instructions from there.

Both are intended to be merged. However, this should be merged and deployed before the edx-platform PR is merged to avoid issues.
