Moves CI build from travis to github actions #54

All of the cypress work was already done in github actions, this just moves the linter from travis to github, as we are no longer using greenkeeper

Note: I did rename the cypress workflow file so you'll get conflicts with https://github.com/edx/cypress-e2e-tests/pull/47 depending which merges first.
