[Site Operator] Quick Start: Set Up A Course #38

Write a Quick Start doc for site operators covering the basic, necessary steps to set up a course in ~under 20 minutes.

@jmakowski1123 what do you mean by "set up a course"? I think usually it's more the "educators" (ie Studio user) who does this not site operator (ie Adolfo).

unless you mean "how to set up a new organization" so that Studio users can click the "Create Course" button?
