Release notes for the Quince release of OpenEdX platform.

@sarina @jmakowski1123 are either of you interested in reviewing this? There's not much time before we need to merge this, but we can always make updates.

Two related features that are missing are the 1) New Files page, which includes the page as a new MFE with new functionality, and 2) improvements to the video upload flow. I had touched base with @arbrandes on whether the new Files MFE was included, not sure what the outcome of that was?
