feat: problem editor #2124

This PR makes changes to documentation surrounding the new visual problem editor experience. The sections to change are chapters 8.4 and 10 in Building and Running an edX Course.

General goal of changes:

Since https://drive.google.com/drive/folders/1POEM8XiUDttpW7N2no4ea4kovbGSgLAK?usp=share_link isn't available to the open source community, could you link to openly available docs or write more in your PR description?

MIT still uses the deprecated drag and drop documentation. The new drag and drop problem type was launched without some features we leverage in the deprecated version. As a result, we have granted some accessibility exceptions to course teams who still need the features of the deprecated, customresponse version of drag and drop to maintain the quality of their learning materials. These problems are live on edx.org, our residential instance of openedx, and our MITx online instance of openedx.
