Support automated semantic-release #138

This repo has support for the Conventional Commits, however it doesn't utilize that to enable automated release via tools like https://github.com/semantic-release/semantic-release

While semantic-release is mostly targeted towards npm it can be used to release to PyPi as seen on the openedx-atlas release.yml workflow.

As of the writing of this issue, the following was checked to look for release version automation:

No semantic-release integration was found: https://github.com/search?q=repo%3Aopenedx%2Fi18n-tools+semantic&type=code
No workflow appears to support it: https://github.com/openedx/i18n-tools/tree/master/.github/workflows
It seems to be manually updated: https://github.com/openedx/i18n-tools/commits/master/i18n/__init__.py
