Display a dialog for the "Import" workflow #214

I'm just noticing that the import and the re-import processes are slightly different. The import button takes you directly to your local files, while the re-import process takes you through the nicely designed "add" screens.

Make it so that the "Import" button on the Taxonomies list page displays a nice friendly dialog like the "Re-import" workflow does.

You can upload a CSV or JSON file to create a new taxonomy. You may use any spreadsheet tool (for CSV files), or any text editor (for JSON files) to create the file that you wish to import. For an example of the required format, download the CSV template or JSON template.
