Investigation: right-to-left language support

Right now, the default Superset translations are supposedly not great but none of them seem to be RTL. We should investigate how support for RTL languages works in Superset, and ensure nothing in the data pipeline or ClickHouse storage breaks RTL languages.

As a fluent speaker of an RTL language:

• Make some local translations: https://superset.apache.org/docs/contributing/translations/
• Create and publish a course with XBlock names using RTL
• Log into Superset and choose your language
• General UI testing is important, but we will also want to know about chart labels and other issues
• Create an epic of issues that we can contribute fixes for back upstream
