Decide how to write an issue for the FWG backlog #4

Strawperson proposal

  1. Create the issue.
  2. Assign it to the "Backlog" project.
  3. Choose a milestone if appropriate.
  4. Give it an assignee - this is the person who will champion the task and follow up on it to make sure it gets to "Done", not the person doing all the work.

For public work, try to make this task the source of truth. Especially when linking to Jira, where community members may not be able to see ticket details.

Add these instructions to the README of this repo.
