Replace static from background url #38

Replace static from background url with static_replace app from edx-platform.

@jawad-khan Hi, welcome! You don't have a contributor agreement on file. Are you working for a firm with an agreement with edX?

@nedbat Hi, I am part of Arbisoft organization which has agreement with edx, but if needed I can sign the contributor agreement.
