use XBlockI18NService js translations #440

Thanks @ahmadabuwardeh for creating this. Would you mind re-opening the pull request against https://github.com/Zeit-Labs/xblock-lti-consumer master branch until we process the contributor license agreement with Open edX?

I'm closing this pull request at the moment.
