move redundant script to utility folder #351

The script ego_weather_points_per_scenario.sql was redundant and in competition with ego_simple-feedin_per_scenario.sql. Therefore I moved it to the utility folder.

Does it mean the script ego_weather_points_per_scenario.sql isn't needed anymore? Was it a duplicate?

ego_weather_points_per_scenario.sql is no exact copy of ego_simple-feedin_per_scenario.sql but creates the same table and is more up to date.
