Issue when using Data with "new" NUTS mapping #379

This dataset uses the old NUTS mapping which last changed 2016: e.g. DE91C is not available as an area in v0.4.5

DE91C created from merger of old DE915 Göttingen and DE919 Osterode am Harz
Boundary changes for DEB1C (old DEB16) and DEB1D (old DEB19)

I don't know what is the best way to handle the change. Maybe a release with the latest mapping is possible under a new version in OEP?
