`PypsaEurSec`'s `neighbor_reduction` task emits `SettingWithCopyWarning`s #1097

I stumbled over these while trying fix other problems. They might not be problematic, but whether or not that's the case is a bit random, so it's safer to get rid of them wherever possible. I also fixed them and doing this definitely changed some behaviour.

That's a classic - if I should guess I'd say we see about 1k of these messages in the logs :(
