Review and move 'loadarea' scripts

The construction of load areas consist of four parts. Each for one the sectors

• Households demand profile (+ time series per MV grid district) in #256 and subsequently HH load areas and calculation of peak load in #275
• CTS #250
• industry
• agriculture

Once, the sector-specific load areas are available, these are dissolved across sectors where polygons are overlapping.

This involves to review scripts from DP-section 'loadarea' for migrating relevant parts to the new repo:
