Gas costs need to be corrected in eGon100RE #984

Some gas costs need to be corrected in eGon100RE (in Germany):

Marginal cost: generators with carrier 'CH4' (biogas)
Capital costs:
- links with carriers 'CH4_to_H2', 'H2_to_CH4', 'power_to_H2', 'H2_to_power', 'H2_gridextension'
- stores with carriers 'H2_overground' and 'H2_underground'

These costs are not consistent with the ones from the same components abroad ('H2_gridextension' missing).
