I included the last changes we talked about. The usage of busmaps for the clustering of the electrical network should be fine now.

You can have another look, hopefully approve it, then we can merge it and ask the others to adapt the procedure in the gas clustering.

I tested this branch and it is working as expected. There is a problem with the eHV clustering, but issue #599 was created to deal with that. This branch can be merged into dev.
