for market_grid static parameters like p_max_pu should be correctly set in add_redispatch_generators() #681

This especially (problematically) occurs for run_of_river and reservoir. The corresponding ramp up generators get a default p_max_pu hence can be fully dispatched instead of 'our' 0.65 value.
