Demandregio tasks need restert of airflow after installation #133

Somehow the disaggregator tools are only accessible after airflow is shut down and restarted once. This is especially a problem in clean runs.

In the PR #139 the task that installs demand-regio is commented and it is defined provisionally that demand-regio should be installed before running powerd-data. This solution is only Not Definitive. It could be an option to find and use a command that restarts the "terminal" or reload the libraries. This option should be carefully implemented in order to not affect the other tasks running in parallel.

We could also include the tool in the setup.py. That way, we cannot publish powerd-data on pypi (since we would refer to a github link and not to a pypi-repo). But since we did not do it so far we could at least think about it again.
