Include an updated simbev data set for the status2019 scenario #51

Here a status2019 specific simbev data set should be referred to. Besides that no other changes would be necessary. The big task is to create or get another simbev data set. There we should find out how we approach this task in the most efficient way also in the light of the sq updating function.
