Separate out OpenELA8 branch and flatten fractionally #8

This is initial work to create the two separate branches for each Enterprise Linux release.

This ended up being a bit confusing because I haven't every restructured a repo from a fork and I think I made a botch of it. So I just set up the branches as intended in the repo directly. If I have done anything terribly wrong, please let me know and we can rework this.
