ResourceWarning: unclosed <socket.socket errors under Python 3.4.1 #5

When calling get_subjurisdictions(). This occurs when running tests. Turns out it's a feature of requests, not a bug.

@dwillis Should we try to suppress these, or just keep as is. I'm fine with leaving as-is.
