Added a direct link, albeit to an ASP.NET-generated HTML table (see #77), for the Feb. 26, 2013 special primary election via the dashboard.

Created a record for the April 9, 2013 special general election via the dashboard.

This is done, except perhaps for handling an alternate data source for special elections (#77).
