Converts precinct data from Excel spreadsheets (one per county) into a CSV with all results for one election.

This is a work-in-progress, I'm seeking feedback.

Correct: state legislative races have districts, too. Keep in mind that Alabama elects both of its state chambers on 4-year cycles, the most recent being in 2014.
