2016 General #5

This script now extracts district numbers. I consider it complete for the 2016 general election.

2014 has a mix of different Excel spreadsheet formats, so I'm still working on that.

Thanks, @devinbrady! Yeah, 2014 seems tougher, especially for candidate names in some counties with different formats.
