Add write-in records to 2016 Primary San Diego precinct file.

Closes #81

The MR was merged too soon. =) I need to clean up some of the remaining discrepancies. I currently depend on the CI unit tests to know if my commits close the test failures.

@carbonphyber, I believe marking the PR as a draft will prevent merging but still allow the CI tests to run.
