Incorrect vote values in 2014 Bridgeport general file #23

2014/20141104ctgeneralbridgeportprecinct.csv has some issues with the votes values throughout the file.

According to the source file, the above votes values seem to actually reflect election_day, while the Total values from the source file are missing in the data file:

The filename also appears to differ from our convention. Should the filename contain the county name fairfield instead of bridgeport?

@warwickmm I'll need to check - towns in the Northeast states often report separately.
