Remove unnecessary characters from 20141104__ct__general__east_hartford__precinct.csv #8

2014/20141104ctgeneral__east_hartford__precinct.csv contains some entries that contain a single hyphen -, possibly to indicate a missing value.

There are also entries where a , is used as a thousands separator, which required the use of surrounding double quotes:

These can be removed to simplify consumption of this file.
