Bump data tests to version 1.0.0 #261

This bumps the data tests to version 1.0.0. In doing so, we add new jobs to verify vote breakdown totals and detect missing entries. In addition, failed jobs will now create artifacts with logs files containing the full failure messages.

@dwillis, do you know where I might be able to find the source file for 2014/20140520gaprimarygordonprecinct.csv? The source repository seems to be pretty sparse.
