Fix duplicate entries in 2014 Gordon County primary file #262

This fixes the duplicate entries in 2014/20140520gaprimarygordonprecinct.csv.

According to the source data, these values belong to R. "RITA" ROBINZINE:

In doing so, we also fixed the line endings. The actual fix to the data is contained in revision ef8ec5caead19bec1ef1462ada17653327a4125c.
