Negative vote values for 2018 precinct data #28

There appear to be 18 records in the raw Iowa precinct file with negative vote values for election day, nearly all involving write-ins.

@agadjanian Checked on this, and you're right, but it's also an accurate reflection of the data provided by the Secretary of State.

@dwillis Thanks for following up. We've been talking about this in the lab a bit, and I think the conclusion we all came to was that a handful of states have these negative vote totals to make their overall totals for a given office match their official reported total (Michigan is another example of a state that does this). So essentially it looks like they're correcting their own raw data.
