20081104_ia_general_county.csv has duplicate candidate entries for the Presidential race #5

Here is a screenshot of the file published here, which I downloaded and filtered to the presidential race and Adair County (The first alphabetical). You can see that the TOTAL and other candidates appear more than once.

Reviewing the source PDF from the State of Iowa, it appears that several columns are duplicated when tacked on third-party candidates were wrapped to a second set of PDFs.

My plan now is to craft a pull request that will remove the duplicate columns from the file.
