Franklin County missing in statewide precinct file #18

Franklin county is missing from https://github.com/openelections/openelections-data-ky/blob/master/2018/20181106__ky__general__precinct.csv even though https://github.com/openelections/openelections-data-ky/blob/master/2018/counties/20181106__ky__general__franklin__precinct.csv exists.
