This updates the Massachusetts general and primary parsers so they work with Python 3. It also adds Massachusetts 2020 primary and general election results.
I verified the results were accurate for president, senate, and some other elections, but did not thoroughly verify they were accurate for every election. The results can be found here: https://electionstats.state.ma.us/elections/search/year_from:2020/year_to:2020
