Scraper/data for 2014 general election precinct results in Sarpy County, NE #1

This PR would add data and a scraper for precinct-level 2014 general election results in Sarpy County.

(It included rows with an overall total for each race; you can un-comment line 87 to whack those.)

This looks great, thanks @cjwinchester! Is there a chance you'd be willing to expand it to do other counties, or do you want to continue working on individual counties? Either is fine.

@dwillis Yep - Sarpy has a couple more elections on their Clarity contract, so I'll bring those in, and then I was gonna start a Google spreadsheet to see how precinct results are available in other counties (I'll link to it in the hub admin).
