2010 Nebraska General Election results in openelections format #18

I obtained the 2010 Nebraska General Election data from the Nebraska Secretary of State office in April 2018. I have finished transforming the 2010 Nebraska General Election data by precinct to openelections standard format. Details about the data and the transformation are in the file transform_2010_ne_general_election.md R script for the transformation is in transform_2010_ne_general_election.R Transformed data is in 20101102_ne_general_statewide_precinct.csv

I also have raw data for 2006 and 2008 Nebraska general elections, will transfrom those next, I am issuing pull requests for the raw data individually.
