This PR advances #3:

Adds precinct-level data for main races in 2016 general in Sarpy, Hall and Cheyenne Counties
Adds a Clarify scraper for Sarpy 2016 general
Adds a .gitignore file (had .DS_Store creeping in there)

Note: Cheyenne County categorizes early/provisional votes and votes by new/former residents as separate "precincts," which is how the state interprets the results, so I followed suit.
