Typos #70

There are some typos (I think) in the data. See, for example, line 54 of the 2011 county general results, or line 110 of the same file. There are probably others.

Are these intentional (weird ballots) or mistakes? I'm happy to PR a fix for these (and others) once I know they're not real :)
