Add Columbia, Hood River, and Polk Counties #198

There's one discrepancy in the Columbia results, so I've put the updated number (102) into the csv file. From email communication with the County:

I noticed a discrepancy in the certified results [1] available at the County Elections website. The reported county total for Christopher Christensen (Republican candidate for the 1st Congressional District) is 16,403, but the precinct totals sum to 16,404. Could you check the results, and let me know what causes the difference?

This was a data entry error. The discrepancy lies in precinct 18. The count should be 102 but was mis-keyed as 103. The total of 16403 is the correct number.
