added Travis county primary results #435

This is my first time to contribute via github. Hopefully I got it right.

@gradav thanks for this! A couple of requests, if you have a chance:

  1. County name should be in titlecase (Travis) rather than uppercase.
  2. Office name for U.S. House is U.S. House
  3. Column for early votes should be early_voting, and total votes should be votes.

If you can make those, I'm happy to accept this. Nice job!
