Initially, the data looked like garbage; file said "data"; file --mime said application/octet-stream; charset=binary.
I opened it in a text editor and I happened to get a 185-column wide view on the source .WRK file, which revealed that it was the same format as, e.g. Austin County's flat ASCII file.
Unfortunately, it's county-wide primary results, not precinct-level results.
