scarthgap: pkexec throws `PAM _pam_load_conf_file: unable to open config for system-auth`

Like in the subject when running pkexec <command> which is allowed in rules an error occures. This has been fixed in master https://github.com/openembedded/meta-openembedded/commit/9bdff5feb60994d4ed3a0123b9977c6c6643a242 but it touches 124 release as well.
