Describe linked plugins via command line #51

@larrylackey This is becoming a need and I hope we can assign it to a workplan. It would only take about 30 min. Basically, I want to be able to run a command to see what plugins the adapter was built with:

openfmb-adapter --plugins dnp3-master dnp3-outstation nats mqtt .... etc
