Curly quote in HTML file will be corrupted when uploading with EBI #5

Describe the bug When contributing items in EQUELLA by EBI, curly quotes in HTMLs are corrupted.

To Reproduce Steps to reproduce the behavior:

  1. Create a HTML with curly quote.
  2. Contribute an item by EBI with the HTML as attachment
  3. Open the attachment in EQUELLA

Expected behavior The curly quotes are shown correctly.

Cannot replicate the error again today. I will close this for now.
