Push to LMS Blackboard LTI/REST should truncate item descriptions on a word break #820

Describe the bug When a piece of content with a long (250+ chars) description is integrated via the Push to LMS for Blackboard LTI/REST, the logic currently truncates the description without regard for word breaks.

To Reproduce

  1. Configure a oE/Bb LTI/REST integration
  2. Navigate to an item with a long description (250+ characters)
  3. Click on 'Add to external system'
  4. Select the oE/Bb LTI/REST configuration
  5. Select the Resource Summary
  6. Select a course folder
  7. Click the add button
  8. Navigate to the Bb course folder and notice how the description was truncated

Expected behavior The description should be truncated on a word break.

Platform: OpenEquella Version: [e.g. 2019.1 Alpha]
