Goerli outage / no longer able to author blocks on clique networks #11745

The Goerli testnet was stuck last weekend after upgrading one of the Parity Ethereum 2.7.2 validators to Open Ethereum 3.0.0.

We were able to recover the network quickly by downgrading back to Parity Ethereum 2.7.2
